There will always be people who will spend their possible healthcare dollars on other things, what will society do for them? And there will always be those who cannot afford the healthcare they need although they have what healthcare they can afford. What will society do for them? All too often we sidetrack on issues unrelated to which people will need what kinds of help. I think I would say it this way:
There will always be people who cannot afford healthcare, what will society do for them?
There will always be people who will spend their possible healthcare dollars on other things, what will society do for them?
And there will always be those who cannot afford the healthcare they need although they have what healthcare they can afford. What will society do for them?

All too often we sidetrack on issues unrelated to which people will need what kinds of help.
