Any GOP vote against TSA funding would be meaningless, since it would still pass with a Dem majority. As for the appointments of Borders and TSA Director, well, President Obama thought those positions were SO important that he let them sit vacant for over EIGHT MONTHS before nominating anyone. If they were so important, why didn't he nominate them on Day 1 (or before) so that if any challenges arose, it could be quickly dealt with? And what if Bush had stayed at the ranch during a sitation like this, as Obama has stayed on the beach in Hawaii? I can only imagine the liberal outrage. "You're doing a heck of a job, Janet!" However just like their misreading of the opposition to and trial balloons to repeal the yet to be passed Health Care Bill, they have totally misread the pulse of the American people who are watching their shenanigans very closely. The very article you post points out that vote was "amid a procedural dispute over the appropriations process." You can vote against some good things in those omnibus bills while voting against a lot of other bad stuff. I think you could nail any member of Congress on a voted for it/voted against it catch-22. Do you know anything about the legislative process?
