Big Pharma Spends on Share Buybacks, but R&D? Not So Much : Under fire for skyrocketing drug prices, pharmaceutical companies often offer this response: The high costs of their products are justified because the proceeds generate money for crucial research on new cures and treatments. It’s a compelling argument, but only partly true.

Simple Way to Help Low-Income Students: Make Everyone Take SAT or ACT : There is widespread concern about over-testing in schools. Yet we need all students to take the right tests if low-income and minority children are to have a good shot at a quality college education. The two standard college admission tests — the SAT and the ACT — could be administered universally and free of charge to students. That would reduce the administrative barriers to applying to college, help identify talented disadvantaged children, and increase the likelihood that they will attend a college that matches their skills.

In Clash Over Health Bill, a Growing Fear of ‘Junk Insurance’ : Julie Arkison remembers what it was like to buy health insurance before the Affordable Care Act created standards for coverage. The policy she had was from the same insurer that covers her now, but it did not pay for doctor visits, except for a yearly checkup and gynecological exam. “I couldn’t even go to my regular doctor when was I sick,” said Ms. Arkison, 53, a self-employed horseback-riding teacher in Saline, Mich. The plan did not cover her exams before and after hip surgery, her physical therapy after her operation, the crutches she needed while she recovered, or any of her medications. She estimates that she spent $20,000 on medical care in the seven years before she could buy a plan through the marketplaces created by the Affordable Care Act.
