So How Long Can Mick Mulvaney Be Acting Chief of Staff?

Every time the media refers to Mick Mulvaney, they give his title as Acting White House Chief of Staff. President Trump named him to that position in December of 2018 and he has held that position since January of 2019. After a year, isn’t it reasonable to either make him Chief of Staff or name a permanent replacement? There should be a statute of limitations on this stuff.
