<p>That certainly seems to be the case with County Supervisor Paul Cesarz, as reported by Steve Schultze of the Milwaukee Journal Sentinel.<br />
<blockquote>Though he shows up for full County Board meetings, his presence at committee meetings has been inconsistent. His attendance slid after the 2008 election, but has improved lately.</p>
<p>There are other signs of neglect. Cesarz&#8217;s County Board website has grown stale. His biography is outdated, and he&#8217;s posted only one new item since his 2008 re-election, a joint news release from last year stating his support for reducing pension credit for supervisors. Under a section titled, &#8220;What&#8217;s new,&#8221; Cesarz&#8217;s website has nothing. Most supervisors issue at least annual newsletters and often post online press releases.</p>
<p>&#8220;He angers me because there&#8217;s zero effort on his part,&#8221; said Supervisor Mark Borkowski, a fellow conservative whose district abuts Cesarz&#8217;s in the county&#8217;s southern suburbs.</p></blockquote>
<p>It&#8217;s worth noting Paul Cesarz was first elected to the County Board as a &#8220;reform&#8221; candidate in the wake of the county&#8217;s pension scandal, and he was elected with the help of Orville Seymer and his Citizens for Responsible Government.</p>
<p>Ignoring the constituents who pay your salary?  Sounds like the very definition of government waste to me, and <a href=http://www.jsonline.com/news/opinion/good-move-by-cesarz-131555848.html>I&#8217;m not alone.</a></p>

<p>Several months ago, Citizens for Responsible Government attempted to smear local lefty blogger Chris &#8220;capper&#8221; Liebenthal, alleging he had committed some sort of crime (presumably misconduct in office) by blogging while at work as an employee of Milwaukee County.  Predictably, conservative bloggers were quick to pass judgment on Liebenthal, only to look like a bunch of asses once some basic research revealed many of the blog entries cited by CRG as proof of their claims <a href=http://folkbum.blogspot.com/2010/06/citizens-for-responsible-government.html>were done on holidays, furlough days, and other days Liebenthal wasn&#8217;t at work</a>.  CRG and the conservative bloggers who were only too eager to parrot CRG&#8217;s claims were further made to look like fools when an investigation by the District Attorney&#8217;s office (and some follow-up by Liebenthal&#8217;s attorney <a href=http://folkbum.blogspot.com/2010/08/by-way-capper-wasnt-blogging.html>confirmed there was no criminal behavior &#8211; and for that matter no blogging &#8211; by Liebenthal while on county time.</p>
<p>However, while CRG and their conservative blog backers were quick to pass judgment on Chris Liebenthal, they were curiously (or conveniently) silent when it was revealed Darlene Wink, who served as constituent services coordinator for then-Milwaukee County Executive Scott Walker, had been actively commenting in support of Walker on blogs while on County time.  It&#8217;s also been rumored Wink was one of the driving forces behind a pro-Walker blog that went dark shortly after Wink&#8217;s malfeasance was revealed, but to this day I have yet to read anything even remotely resembling criticism of Wink&#8217;s actions by anyone from CRG or the conservative bloggers that comprise the right-wing outrage brigade/</p>
<p>To add to the intrigue surrounding the allegations involving Darlene Wink, County Housing Administrator Tim Russell, a longtime Walker supporter, also had his work computer and other materials seized from his office by authorities, and he is now the subject of a John Doe investigation probing whether criminal behavior occurred.</p>
<p>Today the story of Darlene Wink and Tim Russell took an interesting twist, as it&#8217;s being reported <a href=http://www.jsonline.com/watchdog/noquarter/112356744.html>the Walker campaign recently brought in former U.S. Attorney Steve Biskupic, now with Michael Best &#038; Friedrich</a>.<br />
<blockquote>&#8220;As (convicted former alderman) Michael McGee said, this is a big amoeba,&#8221; said one person familiar with the case. &#8220;It keeps growing.&#8221;</p></blockquote>
<p>As I asked in the title of this entry, where&#8217;s the outrage?  </p>
<p>Where are those principled conservatives who are so fond of railing against government waste and lazy government employees now that one or two, or maybe more of their fellow conservatives have been exposed as having wasted taxpayer dollars by doing work on behalf of Scott Walker&#8217;s gubernatorial campaign while on the County&#8217;s dime?</p>

			<content:encoded><![CDATA[<p>It looks like Orville Seymer and the folks at CRG, in an attempt to intimidate Milwaukee County Supervisor Marina Dimitrijevic into voting the way they think she ought to vote on the Milwaukee County budget, <a href=http://www.jsonline.com/news/milwaukee/108733074.html>are threatening a recall of Sup. Dimitrijevic</a>:<br />
<blockquote>A potential recall effort against Milwaukee County Supervisor Marina Dimitrijevic was announced Wednesday, hours before the County Board was to consider overriding vetoes to the 2011 budget by County Executive and Governor-elect Scott Walker.</p>
<p>The recall threat was prompted by Dimitrijevic&#8217;s support for increases in the new budget over the level proposed by Walker, said Orville Seymer, of Citizens for Responsible Government Network.</p></blockquote>
<p>It&#8217;s worth noting Sup. Dimitrijevic has indicated she is considering a run for County Executive in the coming special election to replace Scott Walker, so it&#8217;s no surprise the folks at CRG &#8211; who&#8217;ve been happy to do Walker&#8217;s bidding since they helped him get elected County Executive &#8211; are threatening what&#8217;s likely to be <a href=http://bloggingblue.com/2009/10/27/crg-assisting-with-another-likely-failed-recall/>yet another failed recall effort</a> against a popular elected official in Sup. Dimitrijevic.  I wouldn&#8217;t be a bit surprised if the real reason behind the threatened and likely to fail recall effort against Sup. Dimitrijevic is nothing more than an attempt to preemptively weaken her candidacy to the benefit of Scott Walker&#8217;s preferred successor, whoever that may be.</p>

			<content:encoded><![CDATA[<p>I&#8217;m a bit surprised that State Representative Jeff Stone is taking his opponent, Larry Gamble, this seriously. In reviewing his Pre-Primary campaign finance report, Stone&#8217;s campaign records a total of $2000 given to Vi Hammelman for &#8220;consulting&#8221; during the months of July &amp; August. Vi is the ex-wife of former Franklin Alderman Alan Hammelman, who was supported by the organization <em>Franklin Citizens for Responsible Leadership</em> for his 1st-and-only term and lost a re-election bid to current Alderwoman <a href="http://kwilhelm.us" target="_blank">Kristen Wilhelm</a>. Furthermore, Vi was an alderwoman herself, serving Franklin&#8217;s 3rd District for several years, and her website <a href="http://vihammelman.com/index_files/Page266.htm" target="_blank">proudly states</a> that her &#8220;campaign management skill in 2002 changed the cooperative configuration of the Milwaukee County Board in one election to a fiscally-conscious, business-focused majority.&#8221; Could that mean she was a part of or connected to <a href="http://www.crgnetwork.com/" target="_blank">Citizens for Responsible Government</a>?</p>
<p>I never expected Gamble to cause such a hassle that Stone would need to spend $2000 on a consultant. This could perhaps explain why Stone, perceived as a moderate for many terms in office, drastically went hard right on several issues for this campaign. That disappointed some folks, like myself, who appreciated a moderate, independent-thinking individual like Stone in office.</p>

			<content:encoded><![CDATA[<p>The Milwaukee County budget process for 2010 <a href=http://www.jsonline.com/news/milwaukee/70431262.html>is officially finished,</a> as the County Board of Supervisors voted on Wednesday to override 21 of Milwaukee County Executive Scott Walker&#8217;s 34 vetoes of the 2010 budget.  The board&#8217;s veto overrides will increase the property tax levy by $5.6 million, which equates to an increase of 18 cents, meaning county residents will pay property taxes of $4.13 per $1,000 of a home&#8217;s value.</p>
<p>Several Supervisors, including Pat Jursik, had come under intense pressure from the group Citizens for Responsible Government, which encouraged its supporters to bombard supervisors with phone calls and emails &#8220;encouraging&#8221; them to vote how CRG wanted them to vote.  Supervisor Jursik is also the <a href=http://bloggingblue.com/2009/11/13/an-update-on-the-milwaukee-area-recall-groups/>target of a possible recall</a> at the hands of a group calling itself “No Tax Increase for Cudahy/South Milwaukee.”  It remains to be seen if the group, which was registered by James Toczyl of Cudahy, will attempt a recall of Supervisor Jursik for her failure to vote in lockstep with the wishes of Scott Walker and CRG.</p>
<p>Here&#8217;s a list of how Supervisor Jursik voted on some key vetoes by County Executive Walker:</p>
<ul>
<li>Voted FOR four extra furlough days for county employees in 2010, bringing the total number of days they&#8217;ll be furloughed to 12.</p>
<li>Voted to FOR Walker&#8217;s veto of the County Board Office of Sustainability.
<li>Voted FOR the elimination of county housekeeping jobs, putting 90 people out of work.
</ul>
<p>There&#8217;s a lot for CRG to like in those three votes alone, so it&#8217;ll be interesting to see if CRG and James Toczyl begin an effort to recall Supervisor Jursik.</p>

<p>According to Chris Kliesmet of CRG, Lipscomb is being targeted for being <a href=http://www.jsonline.com/news/milwaukee/69819617.html>out of step with his district by backing a local sales tax increase to fund transit and parks.</a>  Clearly, Kliesmet can&#8217;t be bothered with facts or reality, because a quick search of the Milwaukee County Election Commission&#8217;s website <a href=http://www.county.milwaukee.gov/ImageLibrary/Groups/cntyElectCommission/ElectionResults/2008/11408_Sales_Tax_Ref_by_Supervisory_Dist.pdf>yielded the following results:</a></p>
<p><b>2008 Sales Tax Advisory Referendum Results (Supervisor District 1):</b></p>
<ul>
<li>8,685 residents of District 1 voted in favor of the advisory referendum
<li>4,652 residents of District 1 voted against the advisory referendum</ul>
<p>Voters of Supervisor Lipscomb&#8217;s district voted by nearly a <i>2 to 1 margin</i> in favor of the 2008 advisory referendum, yet Chris Kliesmet and the &#8220;Glendale Residents for Honest Representation&#8221; think Theo Lipscomb is out of touch with his constituents?</p>
<p>Clearly, it&#8217;s Chris Kliesment who&#8217;s out of touch, and a proposed recall of Supervisor Lipscomb has the strong scent of failure all over it.</p>

			<content:encoded><![CDATA[<p>Since their successful effort to recall former County Executive Tom Ament and much of the Milwaukee County Board of Supervisors, the Citizens for Responsible Government (CRG) haven&#8217;t had much success with their assorted recall efforts.  Their effort to get Gov. Jim Doyle recalled was a failure, as were efforts to recall Cudahy Mayor Ryan McCue and State Sen. Jim Sullivan of Wauwatosa.</p>
<p>Despite their multiple recall failures, the folks at CRG are going to keep trying, and this time they&#8217;re focusing their energy here in the south shore suburbs.  According to a press release, CRG <a href=http://www.wispolitics.com/index.iml?Article=176404>has agreed to provide assistance and financial support</a> to a Cudahy and South Milwaukee citizens group interesting in holding county officials accountable for tax increases (that&#8217;s code for a group that wants to recall Supervisor Pat Jursik):<br />
<blockquote>The group will file the necessary documents to form a resident Political Action Committee (PAC) named “No Tax Increase for Cudahy/South Milwaukee” tomorrow morning with the Milwaukee County Election Commission.</p>
<p>The impetus for forming the PAC was the tax increase positions of local county supervisor Patricia Jursik. <p>CRG flack Chris Kliesmet commented, &#8220;It is no secret that Supervisor Jursik continues to support a tripling of the Milwaukee County sales tax despite the fact that her district voted against it. Such actions are an outrageous breach of the implicit contract between politicians and constituents to represent them honestly. Ms. Jursik should not be surprised that her constituents are taking steps to hold her accountable or that her future actions may well inspire the cry for recall.&#8221; </p>
<p>Personally, if I were Pat Jursik, I wouldn&#8217;t be worried about a possible recall attempt, given CRG&#8217;s miserable track record when it comes to recalls of elected officials.  I&#8217;m sure CRG is hoping to catch lightning in a bottle and finally get another elected official recalled, but I&#8217;m willing to bet this recall effort will end as quietly as CRG&#8217;s efforts to recall State Sen. Sullivan, Gov. Jim Doyle, and Mayor Ryan McCue.</p>

			<content:encoded><![CDATA[<p>The CRG Network, backers of failed (or aborted) recall efforts in Wauwatosa and Cudahy, not to mention the failed effort to recall Gov. Jim Doyle, have announced they&#8217;ve been contacted to <a href=http://www.wispolitics.com/index.iml?Article=174730>provide assistance to form a citizens group</a> to explore the possibility of a recall effort against City of Milwaukee Third District Alderman Nik Kovac.  The possible recall is being promoted by Matthew Davis, a resident of Milwaukee&#8217;s Third Aldermanic District, who cited Kovac’s sponsoring of a Rental Property Inspection ordinance that is perceived as a both a “backdoor tax” on renters and potential violations of constitutionally protected privacy and property rights.</p>
<p>It&#8217;ll be interesting to see if the recall effort against Ald. Kovac gains any momentum, but I&#8217;m betting this recall effort will end much like similar efforts in Wauwatosa and Cudahy.</p>

			<content:encoded><![CDATA[<p>As first reported by <a href=http://milwaukee.wispolitics.com/index.iml?mdl=articles.mdl&#038;Issue_ID=4033#art12040>WisPolitics.com&#8217;s Milwaukee Notes,</a> the effort to recall State Senator Jim Sullivan has failed.  According to Orville Seymer of the CRG Network, the recall effort failed after the plan to recall Sen. Sullivan was not fully implemented, resulting in the recall effort petering out.  The plan, according to Seymer, was to enlist bar and restaurant owners in the district to help collect recall signatures against Sen. Sullivan from angry customers, which would make up the bulk of the signatures needed, with a limited amount of door-to-door canvassing needed to collect the rest.  While Seymer says the recall effort failed because the &#8220;plan&#8221; wasn&#8217;t fully implemented, I&#8217;m willing to bet cash money the effort failed because of a lack of outraged constituents.  After all, it wasn&#8217;t a secret that Sen. Sullivan was a supporter of a statewide smoking ban &#8211; he said as much when he ran for the State Senate &#8211; so this recall effort seemed doomed from the start.</p>
<p>Perhaps the bigger story in the failure of the recall effort against Sen. Sullivan is the failure of CRG &#8211; yet again &#8211; to find any success in a recall effort they&#8217;ve been involved in.  In fact, since the pension scandal in Milwaukee County that led to a number of recalls of elected officials, the CRG hasn&#8217;t had any success recalling anyone.  What&#8217;s more, I&#8217;d argue the recall efforts in Milwaukee County earlier this decade were a product of elected officials who were embroiled in the pension scandal being low-hanging fruit ripe for the picking.  I&#8217;ve always believed CRG is overrated, and their lack of success since earlier this decade bears that out.</p>
