			<content:encoded><![CDATA[<p>A <a href="http://www.jsonline.com/watchdog/watchdogreports/state-patrol-dane-and-milwaukee-counties-have-racial-gaps-in-traffic-stops-ci2c822-134977398.html">Milwaukee Journal-Sentinel Watchdog report</a> finds racial bias in traffic stop data for Milwaukee and Dane counties and some issues with the State Patrol.<span id="more-30932"></span></p>
<p>As a timely follow-on to my erroneous <em><a href="http://bloggingblue.com/2011/12/03/kristmas-with-the-klan/">Kristmas with the Klan</a></em> post comes this report from the Journal-Sentinel revealing the role that race still plays  in the law enforcement community.  The study reviews traffic stop data from three sources: The Milwaukee County Sheriff, The Dane County Sheriff and the Wisconsin State Patrol.  The results are not encouraging. (The methodology is <a href="http://www.jsonline.com/watchdog/watchdogreports/gathering-data-for-analysis-1d1cokb-134977393.html">available here</a>)</p>
<blockquote><p><strong>[Milwaukee County Sheriff]</strong> The data shows Hispanic drivers were searched at the highest rate of racial and ethnic groups: 10.2%. That compared with 8.6% for black drivers and 4.2% for whites.</p>
<p>But deputies found contraband items such as weapons or drugs at a lower rate in searches involving Hispanic drivers &#8211; 8% &#8211; compared with 17% for blacks and 11% for whites.</p></blockquote>
<p>In the words of Sala from <em>Raiders of the Lost Ark</em>, &#8220;They&#8217;re digging in the wrong place!&#8221;  This is what prejudice does, you pre-judge people and it causes you to make errors in judgement.  In this case, you assume that Hispanics are more likely to be criminals so you stop and search more Hispanics.  Meanwhile, white drivers go by, their cars full of contraband.  Sheriff Clarke defended his department, questioning the manner in which the data were collected and analyzed, but the fact that the same sorts of prejudice were found in other law enforcement agencies in the state leads me to dismiss his criticism as a defensive reaction by a man under pressure to reform his department.</p>
<p>These same erros in judgement were on display in Dane County as well, though the target was African Americans.</p>
<blockquote><p><strong>[Dane County Sheriff]</strong> The data shows that black drivers were most likely to have their person or vehicles searched.</p>
<p>Once stopped, black drivers (5.8%) were searched more often than Hispanics (3.6%) and whites (1.6%). However, sheriff&#8217;s deputies found contraband at lower rates for black (40%) and Hispanic drivers (27%) than white drivers (42%).</p></blockquote>
<p>The Wisconsin State Patrol fared a little better than the local sheriffs departments.</p>
<blockquote><p><strong>[Wisconsin State Patrol]</strong> A review of the patrol&#8217;s records shows little disparity among the stop rates for Asian, black, Hispanic and white drivers.</p>
<p>However, American Indian drivers were twice as likely to be stopped as any other racial or ethnic group. Once pulled over, black drivers (3.2%) were the most likely to be searched, followed by American Indian drivers (2.4%), but troopers found contraband in black motorists&#8217; vehicles at a lower rate than white and American Indian drivers.</p></blockquote>
<p>I expect the &#8220;stop rates&#8221; are similar because the majority of State Patrol stops occur on the highways where cars drive by too fast to allow racial bias to take effect (the officer cannot identify the race of the driver so cannot use that as a factor in the decision to stop the car).  But once the car is stopped, the bias is reasserted in the officer&#8217;s judgement.</p>
<p>Structural racism is pernicious and permeates American law-enforcement culture.  Indeed, it permeates our whole culture.  We are not the people we tell ourselves we are.  There is no equal opportunity in this country.  It&#8217;s a lie.  We are constantly judging one another with biases and prejudices based on nothing more than skin color and ethnicity.  How is this possible?  It happens because we deny that it happens.  Denial is a powerful force in an individual, at the societal level it&#8217;s positively pathological.</p>
<p>A <a href="http://blogs.wsj.com/washwire/2011/12/01/study-racial-bias-cost-obama-3-to-5-points-in-2008-election/?blog_id=24&amp;post_id=32073">recent study</a> by Harvard Ph.D. candidate Seth Stephens-Davidowitz found that racial animus cost President Obama 3 &#8211; 5 points in the 2008 election and, had the election been closer, would have been a decisive factor.</p>
<blockquote><p>If the whole country held the same views as the most racially tolerant communities, the researcher found, Mr. Obama would have earned between 56.7% and 58.7% of the popular vote, compared with the 53.7% he won in 2008.</p>
<p>Racial bias manifested itself in two ways in terms of turnout: Some Democrats stayed home rather than vote for Mr. Obama and a similar number of Americans (who wouldn’t have voted otherwise) turned out for Republican nominee Sen. John McCain, according to the paper.</p></blockquote>

<p>In Wisconsin, you can dream, but don&#8217;t get caught DWB (Driving While Black) or DWH (Driving While Hispanic).</p>
<p>We still have a long way to go, Wisconsin.</p>

Jeff Stone and Milwaukee County Sheriff David Clarke, a Republican too afraid to run as what he really is, are both <a href=http://www.jsonline.com/news/milwaukee/stone-clarke-weighing-race-against-incumbent-abele-tm354vv-134295933.html>considering challenging incumbent Milwaukee County Executive Chris Abele</a> in 2012.</p>
<p>While I&#8217;m hardly a full-throated supporter of County Executive Abele, he&#8217;d be guaranteed reelection in 2012 if his opponent happened to be Jeff Stone or David Clarke, and seeing Abele faced off against either would make for some great political theater.</p>
<p>So here&#8217;s a question for you, dear readers: are retreads like Jeff Stone and David Clarke <i>really</i>  the best Milwaukee County&#8217;s conservatives can come up with to oppose Chris Abele?</p>

<blockquote>Clarke said his losing bid for mayor in 2004 was premature. Clarke said the bug he had about a need to run for mayor was gone.</p>
<p>If he does decide to run for something else, it would be for a position where he could affect major issues, Clarke said. Jobs that fit that include mayor, Congress or the Legislature, and not so much county executive, Clarke said.</p>
<p>&#8220;So there are a number of offices that intrigue me,&#8221; he said. &#8220;If the timing were right, if everything was there. . . . But that&#8217;s not how I go to sleep at night.&#8221;</p></blockquote>
<p>There may be a number of offices that intrigue David Clarke, but he&#8217;ll never get elected to any office other than the one he occupies right now.</p>

<li> Former Milwaukee Public School board member Jennifer Morales <a href=http://www.jsonline.com/blogs/news/131075988.html>has filed to run for 8th District aldermanic seat now held by Bob Donovan</a>.  While acknowledging her challenge to an entrenched incumbent like Bob Donovan would make for a tough race, Morales said she offered a new vision, saying, &#8220;I want to offer a new style of leadership that&#8217;s inclusive and not divisive.&#8221;  Morales joins a crowded field of challengers to Donovan, with Benjamin Juarez and Chez Ordonez <a href=http://www.jsonline.com/blogs/news/128095728.html>already having announced their intentions</a> to challenge Donovan.
<p><li> In other news, Democratic State Sen. Tim Carpenter announced <a href=http://www.jsonline.com/news/milwaukee/carpenter-to-run-for-milwaukee-treasurer-131046393.html>he&#8217;ll be a candidate for City of Milwaukee Treasurer</a>.  Carpenter will be running to replace Wayne Whittow, who has already announced he won&#8217;t seek reelection to his office.  As an interesting sidenote, Carpenter will not have to give up his seat in the State Senate unless he&#8217;s elected as City Treasurer, thanks to the fact that he&#8217;s in the middle of his term as a State Senator.
<p><li> And finally&#8230;Chris Moews, who unsuccessfully challenged Milwaukee County Sheriff David Clarke in the Democratic primary for Sheriff in 2010, is laying the groundwork for another run against Clarke.  According to an email sent out by Moews to supporters, he&#8217;ll be holding a campaign fundraiser at Brocach Irish Pub on October 11 from 5-7 p.m. to begin building his campaign and preparing for his next run against Sheriff Clarke.

<p>But Clarke is now threatening deputies with layoffs or unpaid furloughs if he&#8217;s forced to cover the $213,000 cost of providing one new set of the gray-and-blacks to each deputy. He won&#8217;t pass on the cost to taxpayers, Clarke said.</p>
<p>&#8220;We will absorb any added cost of uniforms through privatization initiatives, furloughs and layoffs, if necessary,&#8221; Clarke said in a statement Friday.</p></blockquote>

In a written statement, Clarke made it clear he wanted to focus his attention on the job he was reelected to do by Milwaukee County&#8217;s citizens:<br />

<p>Clarke&#8217;s announcement that he won&#8217;t run for county executive comes on the heels of an announcement by State Rep. Jon Richards that he won&#8217;t run for county executive, but there certainly won&#8217;t be any shortage of candidates running for county executive.</p>
<p>If I were a betting man, I&#8217;d bet on no fewer than seven candidates running for county executive, including State Rep. 			<content:encoded><![CDATA[<p>Just a few predictions on some important races today, keeping in mind that this list is far from exhaustive:</p>
<ul>
<li><b>Chris Larson v. Jeff Plale (Democratic primary in 7th State Senate District)</b>:  A lot of money has been spent in this race, including scads of money from outside groups on both sides, and the race has gotten really nasty in a personal way.  I&#8217;m predicting a Larson win over Sen. Plale, by a margin of 52% to 48%.
<p><li><b>Scott Walker v. Mark Neumann (Republican gubernatorial primary)</b>: This is the race to watch in the state of Wisconsin.  Scott Walker&#8217;s entire gubernatorial campaign has been run with the assumption he&#8217;s the frontrunner and would win easily today, but the fact that he&#8217;s gone negative in recent weeks seems to signal a shift in the race.  I&#8217;m going to go out on a big limb and predict Walker loses today, with Mark Neumann winning by a margin of 51% to 49%.
<p><li><b>Dave Westlake v. Ron Johnson (Republican U.S. Senate primary)</b>: Everywhere I go, I see Scott Walker and Ron Johnson yard signs in tandem.  Obviously yard signs don&#8217;t vote, but the point I&#8217;m getting at is that it certainly seems to me that the better Mark Neumann does, the better Dave Westlake will do, since the two seem to share some common supporters.  However, while I like Dave Westlake and I&#8217;d like to see him win the Republican U.S. Senate primary, I&#8217;m calling this race for Ron Johnson, by a margin of 58% to 42%.  (However, I will say that if Westlake does by some miracle win today, I&#8217;ll don a blaze orange &#8220;I Am Dave Westlake&#8221; t-shirt for a full 24 hours)
<p><li><b>Chris Moews v. David Clarke (Democratic Milwaukee County Sheriff primary)</b>: Without the crossover conservative voters who&#8217;ve helped conservative Clarke win election after election, I&#8217;m predicting Chris Moews wins today, by a margin of 54% to 46%.
</ul>
<p>Obviously I&#8217;m no expert political pundit, so I fully expect these predictions will be wildly inaccurate.</p>

Curiously, a quick look at the community events page of Clarke&#8217;s reelection website <a href=http://www.clarke2010.com/1134740.html>shows Clarke isn&#8217;t attending a single event</a> associated with Democrats or liberals, which seems odd considering Clarke keeps running for reelection as a Democrat.</p>

			<content:encoded><![CDATA[<p>Milwaukee County Sheriff David Clarke, who&#8217;s facing a tough primary challenge from Milwaukee Police Detective Chris Moews, seems to be avoiding two public debates scheduled for the two candidates, <a href=http://www.wispolitics.com/index.iml?Article=207781>as noted by Moews in a recent press release</a>:<br />
<blockquote>Noting that Sheriff David Clarke had not confirmed his attendance at two already-scheduled debates, Sheriff candidate Chris Moews called on Clarke to meet the challenge Tuesday night. </p>
<p>“With the race as close as it currently stands, you would think the sheriff would be more willing to appear at these debates,” Moews said in a statement. “Good citizens have taken the time to schedule these debates and the voters deserve to know the direction that each candidate wants to take the Sheriff’s Department.” </p>
<p>Two local civic groups have scheduled forums for Clarke and Moews, but Clarke has refused to commit. </p>
<p>“We’re disappointed that Sheriff Clarke is unable to make a commitment to appear at our forum,” said Kathy Grothe of the Capitol West Neighborhood Association. “We would like our residents to make an intelligent choice on September 14th, so I’m disappointed he has been unwilling to make his case to the voters.” </p>
<p>“It is unfortunate that Sheriff Clarke will not be available for our very important community event,” said Bill Lang of Voces de la Frontera. “However, it is an opportunity to get to know [Moews and Republican Steven Duckhorn] even though Clarke has rejected our invitation.” </p>
<p>The Moews campaign pointed out that the Sheriff may not feel confident debating because of his record. </p>
<p>“The Clarke campaign has always focused on the Sheriff’s ‘record and accomplishments’ although they have never provided examples of either,” Moews campaign manager Dave Broker said. “Given the fact the Sheriff hasn’t hired a single new deputy since 2003 and is known for focusing more on his right-wing politics than actual law enforcement, I can’t say I blame them.” </p></blockquote>
<p>The Capitol West Neighborhood Association forum is scheduled for September 2, while the Voces de la Frontera debate is scheduled for August 29th.  While Chris Moews has accepted invitations to both events, Sheriff David Clarke has not, but given Clarke&#8217;s dismal record as Milwaukee County Sheriff, I can&#8217;t blame him for not wanting to debate someone like Chris Moews, who has some great ideas on how to change the Milwaukee County Sheriff&#8217;s Department for the better. </p>
