<p>In today&#8217;s <a href='http://badgerherald.com/news/2011/02/28/bill_circulating_in_.php?sms_ss=facebook&#038;at_xt=4d6d1a1fcdd45ae3,0' >Badger Herald:  </a></p>
<blockquote><p>Sen. Mary Lazich, R-Waukesha, and Rep. Mark Honadel, R-Milwaukee, authored a bill that would prohibit tricking the call’s recipient into believing the caller is someone they are not for malicious purposes.</p>
<p>“While use of spoofing is said to have some legitimate uses, it can also be used to frighten, harass and potentially defraud,” Lazich and Honadel said in an e-mail to legislators.</p>
<p>The bill language forbids a caller from intentionally providing a false phone number and convincing the person receiving the call that it comes from someone other than the actual caller. </p>
<p>The bill would make it illegal to defraud, cause harm or wrongfully obtain any information of value from using a caller identification service to transmit misleading or inaccurate caller identification information. It would also prohibit individuals from masking their voices or providing a fake phone number to the call recipient, said Jason Vick, spokesperson for Honadel.</p></blockquote>

Much to my delight, State Rep. Mark Honadel (R-South Milwaukee) has a viable Democratic challenger in the 21st Assembly District, in the form of Oak Creek Common Council President <a href=http://www.tommichalski.com/>Tom Michalski</a>.  I recently had a chance to sit down and talk with Michalski about his campaign, and our conversation started with the one question all candidates for elected office need to be able to answer &#8211; why did he decide to run against Rep. Honadel?</p>
<p>Michalski&#8217;s answer to that question was simple: he believes it&#8217;s the next normal step to take in his life. Having just recently retired from Rockwell Automation, where he was extremely active in his union, Michalski noted that he&#8217;s always tried to be proactive in finding solutions to problems.  Michalski, who had been a member of the St. Francis school board for seven years prior to moving to Oak Creek, is also a member of the MATC Board of Directors, added that he wants to continue to serve the public in a greater role, hence his decision to run for the State Assembly.</p>
<p>As we began to discuss Michalski&#8217;s campaign, Michalski noted his campaign has been well-received by voters, adding that he has not encountered many citizens of the 21st District who weren&#8217;t receptive to his campaign.  Michalski also made a point to note that since announcing his candidacy, his campaign has been very busy knocking on doors and making phone calls to voters throughout the district, adding that the campaign has knocked on over 3,400 doors since July 1st, in addition to over 2,000 phone calls made to voters within the 21st Assembly District.  Michalski added he believes the whole campaign boils down to getting his name and face known by voters, a good number of whom have indicated they haven&#8217;t made up their minds yet on who they&#8217;ll vote for.  Shannon Powell, Michalski&#8217;s campaign manager, went on to add that the campaign will be opening up a campaign office at the UAW hall in Oak Creek, an office that will be shared with the Democratic coordinated campaign.  Powell pointed out that Rep. Honadel&#8217;s opponent in 2008 didn&#8217;t open up a campaign office at all, so he views the opening of a campaign office as a sign of how seriously they&#8217;re taking this campaign.</p>
<p>Asked to cite the issued he&#8217;s been focusing on during his campaign, Michalski said jobs, taxes, and health care would be his primary areas of focus if he&#8217;s elected to the State Assembly.  Discussing the issue of jobs, Michalski said the primary focus of legislators should be not only keeping jobs in Wisconsin, but attracting new jobs as well, but he was quick to point out that the types of jobs he&#8217;d work to attract to Wisconsin would be family-supporting jobs, not simply minimum wage service jobs.  Michalski cited his work to help bring some office operations of mining equipment maker Bucyrus to Oak Creek through the implementation of a tax incremental financing district as an example of the work he&#8217;d do as a member of the State Assembly to bring jobs to Wisconsin.  As our discussion about jobs continued, I asked Michalski if he would have voted for the Clean Energy Jobs Act as a member of the State Assembly, and Michalski was adamant that he supports the Clean Energy Jobs Act, not only because it would have created jobs in Wisconsin, but also because &#8220;clean air and renewable energy is long-sighted.&#8221;  Michalski noted that MATC is using a lot of renewable energy, in addition to teaching students how to build, install, and repair renewable energy equipment such as solar panels.</p>
<p>As our discussion turned to taxes, Michalski was quick to point out that he realizes no one wants higher taxes, including himself, and he cited his experience as a member of the Oak Creek Common Council as an example of how government can help grow and improve the community without raising taxes.  Michalski noted that last year&#8217;s budget in Oak Creek included no increase in the mill rate for taxes, a fact that he believes demonstrates his experience in working within a budget.</p>
<p>My conversation with Tom Michalski drew to a close with a discussion about his chances of beating an entrenched incumbent in the form of Rep. Mark Honadel.  Michalski acknowledged he faces an uphill battle if he&#8217;s going to beat Rep. Honadel, but he was quick to point out that he&#8217;s run and won as an underdog in prior races.  Michalski was adamant that he believes he can beat Rep. Honadel simply by outworking Honadel in this election.  He reiterated that he will be working hard over the next few months to make his name and face known to voters in the 21st District, and that he can beat Rep. Honadel by &#8220;getting out and pounding the sidewalks.&#8221;</p>
<p>There&#8217;s no denying Tom Michalski has his work cut out for him if he wants to beat Rep. Mark Honadel, and while it remains to be seen if he can pull out a victory, one thing is certain &#8211; Tom Michalski won&#8217;t lose to Mark Honadel because of a lack of effort on Michalski&#8217;s part.</p>

It appears my prayers have been answered, as State Rep. Mark Honadel (R-South Milwaukee) will have a Democratic challenger for the seat he occupies in the State Assembly.  Honadel&#8217;s Democratic challenger is Thomas A. Michalski, who currently serves as the alderman for Oak Creek&#8217;s 6th District.  I don&#8217;t know much about Mr. Michalski or his politics (though I&#8217;ll surely try to find out more), but I&#8217;m certainly encouraged by the prospect of Rep. Honadel having a Democratic challenger in November. </p>
<p>I&#8217;ve long maintained the 21st Assembly District isn&#8217;t conservative enough to warrant Rep. Honadel running unopposed as often as he has, and I can only hope Thomas Michalski plans on making a serious run against Rep. Honadel, because the voters of the 21st Assembly District deserve a real choice on their ballots in November.</p>
<p>I&#8217;ll have more on the candidacy of Thomas Michalski in the coming weeks, so stay tuned.</p>

			<content:encoded><![CDATA[<p>After what seems like an eternity of wrangling, it appears an interchange at Drexel Avenue and I-94 in Oak Creek will be built in 2012, and State Rep. Mark Honadel (R-South Milwaukee) <a href=http://www.jsonline.com/news/milwaukee/92912324.html>is STOKED</a>:<br />

<p>Not content to say he was stoked about the interchange, Rep. Honadel went on to agree with state Rep. Jeff Stone (R-Greendale), who has said the Drexel Avenue interchange alone will bring BILLIONS of dollars in business development to the area.</p>
<p>So here&#8217;s a word to the wise for all you elected officials out there:  If you want to create jobs and bring BILLIONS of dollars of business development to the area you represent, simply build a new freeway interchange; it just that simple!</p>

<li> It appears State Senator Jeff Plale, who represents State Senate District 7, will have at least one Republican challenger in 2010, in the form of Milwaukee attorney <a href=http://www.jessripp.com/>Jess Ripp</a>.  Ripp&#8217;s campaign website (what little there is) is full of standard Republican talking points, so it&#8217;s safe to assume Ripp is firmly entrenched as on the far right-wing of the Republican Party, a fact that won&#8217;t play well in large swaths of the 7th district, which includes the city of Shorewood and parts of Milwaukee, which tend to be more liberal, in addition to St. Francis, Cudahy, Oak Creek, and South Milwaukee.
<li> In other news &#8211; or rather, non-news &#8211; there&#8217;s still no Democratic challenger to State Rep. Mark Honadel in the 21st Assembly district.  While the 21st District definitely leans a little more to the right, I don&#8217;t see it being unwinnable for the right Democratic candidate, so I&#8217;m wondering why it&#8217;s been so hard to recruit challengers to Rep. Honadel.  Personally, I&#8217;d like to see <a href=http://4thdistrictblog.com/>Alderman Erik Brooks</a> of South Milwaukee make a run against Rep. Honadel, because I think that would make for a heck of a race.

<li> After some speculation that he was interested in running, State Rep. Brett Davis (R-Oregon) <http:>has registered as a candidate</a> for Lieutenant Governor.  As a moderate Republican (hard to believe there is still such a thing), Davis might have a hard time gaining support from a Republican establishment that seems to have veered far to the right.
<li> Unrelated to Rep. Davis&#8217; Lt. Governor candidacy, it&#8217;s worth noting a challenger has emerged for the State Senate seat currently held by State Sen. Russ Decker, and that challenger is Jimmy Boy Edming of Glen Fora, Wisconsin.  I mention this race not out of any particular interest in the parties involved, but because I think Jimmy Boy Edming has a great name.
<li> And finally, there&#8217;s still no Democratic challenger for Rep. Mark Honadel in the 21st Assembly District.  Rep. Honadel does have a Republican challenger in the form of Jason Komorowski, but no Democrats have registered as candidates for the 21st Assembly seat.  I can&#8217;t help but wonder why it&#8217;s been so difficult for Democrats to find a challenger to Rep. Honadel, because with the exception of 2008, he&#8217;s been unopposed.
<p>I know there are Democrats on the South Shore, so why are they so unwilling to challenge Mark Honadel?</ul>

Matt Hintze, an HNTB vice president who leads the firm&#8217;s Milwaukee operation, said the capacity of the smaller bridge would be adequate, adding roughly one minute to the travel time between the end points on the north and south. At 45 feet off the water, the bridge would have to be raised an average of one time per day, and would delay traffic for six minutes, he said.</p>
<p>The study necessary for the decision of the future of the Hoan would be similar to the work that preceded the reconstruction of the Marquette Interchange or I-94 from the Mitchell Interchange to the state line.</p>
<p><b>Jursik and others in the Hoan coalition believe that sort of study is a waste of money.</p>
<p>&#8220;I would like to see the Hoan Bridge redecked, period . . . I&#8217;m suggesting to you that the Hoan Bridge through 2035 is an important component of transportation in this area,&#8221; she said.</b></p></blockquote>
<p>It&#8217;s more than a little disconcerting that Supervisor Jursik has ruled out considering any other options for maintaining a link from downtown Milwaukee to the South Shore suburbs, especially before those options are fully studied and considered.  </p>
<p>I&#8217;ve heard the &#8220;sky is falling&#8221; argument that a lower roadway and the accompanying lower bridges would cause inconvenient travel delays, but according to the Port of Milwaukee&#8217;s own figures, roughly 250 ships, most of them 90 feet or taller, pass under the Hoan and into the port annually.  That&#8217;s less than one ship a day, and it&#8217;s a number that hardly seems to merit ruling out <i>any</i> consideration of a lower roadway and lift or drawbridges.</p>

			<content:encoded><![CDATA[<p>While it&#8217;s obviously still very early in the race, Republican State Representative Mark Honadel of the 21st Assembly District will have at least one challenger for his seat in 2010.  However, the lone challenger to register as a candidate isn&#8217;t a Democrat &#8211; it&#8217;s Republican Jason Scott Komorowski of Oak Creek.  I&#8217;m attempting to track down some contact information for Komorowski, in order to get a quick statement on why he&#8217;s decided to run against Rep. Honadel, or if he even plans on being a serious Assembly candidate.</p>
<p>I haven&#8217;t heard any word yet on a possible Democratic challenger to Rep. Honadel, but I&#8217;ll keep you posted.</p>

Mark Honadel of South Milwaukee indicated <a href=http://wispolitics.com/index.iml?Article=161332>he wants to amend the state budget to restore the Learnfare program</a>.  In justifying the amendment, here&#8217;s what Rep. Honadel said:</p>
<blockquote><p>I believe the Learnfare program should be restored from the elimination made by Governor Doyle and Joint Finance because the program promotes school enrollment, regular attendance, and high school graduation. A well-educated workforce is vital to our state’s economy and Learnfare can be one more positive aim to that goal.</p></blockquote>
<p>While Rep. Honadel&#8217;s intentions may be good, a <a href=http://www.disc.wisc.edu/Learnfare/Final%20Report.doc>study conducted in 1997</a> found that Learnfare <i>did not</i> contribute to higher participation and attendance in school:</p>
<blockquote><p>When all teenagers in the study are considered together, Learnfare had no significant effect on school participation in any of the six study semesters.</p>
<p>&#8230;</p>
<p>In most groups, for both Learnfare and control-group teenagers, average rates of attendance and unexcused absences indicate that school participation declined over time. Although we cannot conclusively determine the causes for this, we believe it to be a result of the aging of the subjects.</p></blockquote>
<p>If Learnfare didn&#8217;t really improve school attendance for those participating in the program, is it really worth re-implementing?  I agree with Rep. Honadel&#8217;s statement that a well-educated workforce is vital to our state’s economy, but I&#8217;m not convinced Learnfare is the solution to our state&#8217;s education problems.</p>

			<content:encoded><![CDATA[<p>Earlier this week, I wrote about a rumor <a href=http://bloggingblue.com/2009/05/27/honadel-to-retire/>State Representative Mark Honadel might be retiring</a> after his current term in office expires; however it appears that rumor is false, as Rep. Honadel himself <as href=http://bloggingblue.com/2009/05/27/honadel-to-retire/comment-page-1/#comment-12121>explained:</a></p>
<blockquote><p>It was brought to my attention that a rumor was published on this website saying that I may not run for re-election in 2010. This rumor is completely false.</p>
<p>While my focus right now is on the state budget and other important matters for our state in this legislative session, I have every intention of asking the people of the 21st Assembly District to send me back to the State Capitol on their behalf in 2010. I take very seriously the duty they have entrusted to me and I would be honored if they would allow me to continue to serve the community as State Representative.</p>
<p>There is much work to be done in this legislative session and beyond. It’s my mission to stand up for overburdened taxpayers, work to improve the business climate to get our economy moving again, and make government more efficient and responsive to its citizens.</p>
